Tower 72 (4), Rescue Boat 73 (2), A791 (2), Deputy 7 (3) and EMS Chief 7 responded on Harford County Rescue Box 970N for a report of a person in the water above the Conowingo Dam on this extremely windy and cold afternoon. Deputy 7 arrived on the Harford County side of the Dam with HCSO to find a boat not under power approaching the Dam. Upon making it to the boat it was found to have one person onboard and the boat was at the mercy of the wind. Once the boat was alongside of the Dam the person onboard was able to climb up onto the Dam. He advised that his motor had stopped working and had no other options other than what happened. He refused medical treatment and units cleared.
